As far as I know, there are no rules related to Resident Council By-Laws. I have been at my facility 8 1/2 years, and have had the same By-Laws with minor updates and ammendments as needed throughout the years. State surveyors ask for my Resident Council minutes every survey and I provide them with the complete binder including the By-laws. They have never questioned my By-Laws and have always liked the lay-out of my Resident Council minutes and Resident Council Recommendation Form that addresses individual issues. I would suggest asking your surveyors what is required in your state. Hope this helps!

I agree with asking your surveyors what By-Laws or Resident Council standards need to be met by you facility. Every long term care facility is not the same. If the facility where you are working doesn't have any previous formats for you to review and create your own, ask your Administrator what he/she thinks would be best.
