Here are some ideas I have heard of:
-You could do a bake sale.
-Have the residents make ornaments and sell them to staff. You could even make a booth at a craft show if you're able to.
-If your facility allows a casual day (jeans or khakis) you could design shirts with the facility logo, department name, etc. Those who would like a shirt would sign-up (you would need to discuss with administrator whether it would be a payroll deduction or they pay you with cash) and then pick one day a week they can wear the shirt. If they want to dress casual (facility shirt and jeans/khakis) they pay one dollar, which goes toward the activity fund for the residents. I have a staff member who did this at a previous facility and it worked and great; the money adds up over time.
-If your facility does not allow a casual day, you could still make t-shirts they could wear outside of work (great advertising tool) and they money they pay goes into activity funds (you just charge a few extra dollars than what the shirt costs so you keep the extra 2-3). My facility did this 5-6 years ago.
