No Resident Council - Are Town Hall Meetings Adequate Substitute?

Our facility does not have a Resident Council because none of the residents will volunteer to serve in the leadership positions.  We do host Town Hall Meetings each month for both our Independent Living Residents who live in villas on the company property and Assisted Living Residents who live in the main building.  The Town Hall Meetings provide an opportunity for residents to hear about plans for upcoming events, ask questions and voice concerns.  I would like to hear your opinion as to whether you believe there is value in having a Resident Council established as opposed to hearing from residents through Town Hall Meetings.  Thank you.
