If you have a budget you can post in local newspaper about your center and the Anniversary Celebration. When caregivers/family drop off/pick up the individuals you can provide them with flyer about event. Do you all have a website for the facility? Post on the website. Place flyers at local medical clinics, pharmacies, churches etc. For the Anniversary have an open house, plan activities during the open house. You can also reach out to local businesses in the area to seek donations for food, prizes and decorations. Feel free to email me back.
