like a wooden chair with a special plaque?

And is there someone locally she admires you could ask to come make a special presentation to her?

103, wow; I am seeing more and more people living into their 100s around Houston too.

You can go to the white house.gov web site & ask for a greeting from President Obama. It takes a few weeks but it's worth it. It's a certificate that's suitable to frame. It's usually a big hit.

I looked online at the website you gave and couldnt find anything...

Do you just have to contact them directly or is there a page with a form to fill out?

Our resident council voted to make a special gift for a resident who is celebrating her 103rd birthday, any good ideas? she loves stuffed animals and baby dolls

Maybe an idea could be to gather a group of residents together and give them all square pieces of fabric.

Give them the opportunity to go home and decorate their peice of fabric with things in their apartments- or (depending on the type of facility you work at) provide them with supplies. Tell them to decorate the square and then sew them all together, or recruit a volunteer or local church to sew them all together.

Give it to her by saying something like, "Happy 103rd Birthday from your family at _____________".

Just an idea....

We did a proclamation from the president as well, like they are stating. I have two residents that are having milestone birthdays. One is turning 104 and the other is turning 106. I also sent out emails to The View, The Today Show, the governor, the mayor, President bush and President Obama. I got confirmation from all that they would acknowledge their birthdays this October. Obama and Bush are sending letters and they said they would be here before their birthdays and the tv shows are going to feature their photos and send them out birthday wishes on live television. The governor and mayor are going to come and present them with the proclamations that the president is sending them and the one that the past president is sending as well. We are also getting our local newspaper to interview them and do a story on their long lives. I hope this gives you some good ideas
